ladies and
gentlemen. I am honored to be invited by
Senator Jef Ulburghs that
in your
present, in the Palace of the Council of Ministers of the State of
Belgium, to
present in short form, the actual situation of the problem of Kosova,
and
especially with the Albanian people in the territories of ex-Yugoslavia
who on
account of historical injustice caused by the Great Powers, at the
meeting in
London of the Conference of the Ambassadors in 1913 and at Peace
Conference in Versailles in 1919, remains up to now under the tyranny
of Orthodox
sllave in
the Balkans. I
am thankful also to the Flamand
community, "Friends of Kosova," headed by the distinguished ladies,
Erna de Brackeleer, Elsa Buysse, Rita van Bruggen and the gentlemen,
Marc
Slegers and Ivo Mols, for their great efforts arranging this meeting. I am most thankful to you honorable ladies
and gentlemen for attending this meeting. Your
presence proves that you are interested with the
situation in
Kosova, and for the fate of the Albanian people in these regions. The Territory of Kosova Occupied by
the
Serbs I
hope that you are more or less
familiar with the actual very difficult conditions of the three million
Albanians of ex-Yugoslavia which represent almost fifty per cent of the
Albanians in the Balkans, and especially for the two million of the
Albanians
in Kosova, who represent 90% of the overall of its population. They from 1981 are suffering under the
terrible Serb occupation. Massive
genocide never seen, because in that year the Albanians started to
demonstrate
asking for economic and social rights in Kosova, likewise in Macedonia. After these peaceful demonstrations, the
Serbian government took away even those small privileges that they had
during
when Kosova was considered an autonomous region in Yugoslavia,
instituting a
criminal police state. She had constitutional rights, had representatives in the government high command and in all Federal organs. Important laws could not have taken place without Kosova's approval in the Federation or in the Serbian Republic. Neither the frontiers could be changed without the consent of Kosova. The Serbian government took off the autonomy status, acted against Constitution and against the governing laws in force at that time. The Albanians became subject of the Serb injustice, they are today outside any law, thus torturing and killing innocent people from the police, the paramilitary and Serb civilian, "The judicial state system of Serbia" took no action. In all the civilized world, the police protect the integrity and property of their citizens according to the laws in force; instead, the Serb police do the reverse in Kosova and without any reason mistreat, rob, beat, imprison and kill Albanians. For these criminal actions, they receive praises and decorations instead of being punished by the Serb government. Actually, it is the same government that encourages these criminal acts. Since
1981 until the middle of
1992, the Serb government killed 118 Albanians, because they asked for
their
human rights and nationality. During
this period, over 100,000 Albanians were incarcerated, beaten and
tortured in
different anti-humanity methods. The
terror of the Serbian police was also used against newspaper men and
foreigners, among them also Belgian nationals. In
1990, the Serbs poisoned 7,000 school children with
grave
consequences by polluting the school water system. The
Serbian government forced out
of their jobs 100,000 Albanians. Among
them, teachers, medical doctors, lawyers and every category imagined
and every
day they chased out of their jobs. About
50,000 of them in menial jobs were kept for physical labor. In
place of the Albanian
professionals, they brought from Serbia and Montenegro personnel who
are in
favor of the Serb's political chauvinistic anti-Albanians and not in creative positions, destroying
the economy of Kosova, thus not progressing. The
same method is used with the
integration of the Kosova banks with the Serbian economy.
Serbia forbids initiatives of the Albanians,
in the private business and economic activities, imposing heavy
taxation and
with unlawful detrimental inspections. The Serbian
Government Has Taken in its Hands the Control of Education
of Albanians In
order to convert them to the
pre-war position, when almost 90% of the Albanians couldn't write and
read,
because Serbians did not permit the Albanians to have any schools of
their own,
also prohibiting any Albanian literature. As
a conclusion, the Serbs closed
all the secondary schools and the University of Kosova and all the
elementary
schools whose staff were Serbs. Thus
450,000 children and students could not attend schools that their
parents built
with their own funds. More
than 23,000 teachers and
instructors, including 860 professors, assistants, and employees of the
university were chased out of their positions. The
Serbian government cut off all the information centers
for the
Albanian (the radio, television and the only Albanian newspaper
"RILINDJA" and magazines) in order not to find out the truth about
Kosova. Serbia closed the Academy of
Arts and Sciences of Kosova, the Institute of History, the University
and all
local libraries, the Kosova Archive, et cetera, occupied and took
possession of
the building and assets of the "RILINDJA," including its printing
press, thus not permitting any Albanian publications. With
its anti-Albanian and
inhumane acts, the Serbian government destroyed also the health
services of
Kosova before everything, closed the medical school, condemning and
chasing out
the Albanian medical doctors by bringing from Serbia in Kosova some who
did not
come to fulfill the "HIPPOCRATIC" ethics but as chauvinist
workers. The Albanian patients have no
trust in doctors like these, because they did not come in Kosova for
their
welfare. The
Serb police forbade also
humanitarian help that came from abroad and repossessed it. The medicine is also confiscated, as an
example as it happened in Catholic church near FERIZAJ which was used
as a
depository for medicines coming from different European nations. Serbia
commits all types of crimes
even against workers' families who have expelled them from their jobs,
not only
leaving them economically destitute, but thrown out of their
residences, which
were given to the Serbs and Montenegrin colonists. The
Serbian terror has no end or
borders. The Endurance and Peaceful Resistance of
the Albanians The
injustice of the terrible acts
of the occupation forces is peacefully and passively resisted, with
protests
and different calls to the attention of international community by
refusing to
participate in voting and registration, with meetings and peaceful
demonstrations from time to time, organizing education to be taught in
private
houses, demonstrating by standing against the occupation forces of
Serbia,
which do not recognize as their own government. Europe
and America...... tell the Albanians to be patient
and with
exception of peaceful demonstrations, they should not engage in other
contradictory methods.
The Patient Has No Need
for Therapy When He Is Already Dead
The
Albanians' biggest peaceful
resistence is made against the Serbs with creation of parallel state
organs,
even though they cannot function properly most of the time because of
lack of
finances.
The
United Nations have declared
Serbia as aggressor, but no adequate action has been taken against her. The
aim of Serbia is that through
harsh police terror, oppression and national and social discrimination
to
exhaust the Albanians to abandon this secular land (country), and
replace them
with new colonists from Serbia, Bosnja and Montenegro in order to
convert into
Serbs in Kosova and ethnically clean country as she is doing in Bosnja
and
Kroacia. In
order to accomplish this as
soon and most expediently as possible, Serbia will incite war in Kosova
against
Albanians, which she has disarmed, taking away even hunting equipment
and on
the other side has armed to the teeth all the Serbs, distributing arms
to them
in open view of the public in all the villages. Serbia
has permitted the formation of the army units of
different Serb
parties with the intention to commit massive crimes against the
non-Serb
population. Serbia
is putting all efforts to
accomplish this on one side and on the other, not taking responsibility
on
these actions directly for crimes committed by these paramilitary
units,
denying that the acts of these units are not under her military command. Furthermore,
DOBRICA QOSIQI, well
known Serb writer and one of the heads of the so-called Yugoslav
Federation of
today, sometime ago had written a book that the lie for the Serbs is a
sign of
patriotism, which has deep roots in its character, thus he himself lies
and
lies. This is his admission, this is
most reasonable. Qosiqi has admitted
even before and now, with writings and declarations anti-Albanian. These
acts are verified daily by
the anti-Albanian, through the Serb's information media, the Serb
politicians
and science in the service of the daily politics. The
well known Socialist Serb
DIMITRIJE TUCOVIQI and his comrades, wrote in 1914, that Serbia during
the
Balkan wars, had occupied Kosova and all of Albania burning and
torturing old
men, women and children. She committed
massacres never seen against the innocent Albanian people.
At the same time, she never ceased the daily
propaganda throughout Europe accusing the Albanians that supposedly
they
committed crimes against the Serb army (SRBIJA I ALBANIA, 1914). The
same tactics she uses also
today, accusing the Albanians for pressure against the Serbs, lying to
Europeans that they are always in the right as far as their human
rights are
concerned. Furthermore, she states
falsely that between 150 up to 300 thousand Serbs have moved out of
Kosova,
instead from Albania have come the same number of emigrants. The
official figures reject these
lies, being that from Kosova during the intensive exodus years
1983-1988,
35,000 Albanians, among them 10,000 Albanians as Turks and from Albania
came
only 709 emigrants, in addition, these people came in search to be able
to
emigrate in Western Europe. Thus, this
Serb lie was premeditated to justify the exodus of the Albanians from
Kosova
and colonizing her with Serbs and Montenegrins, in order to justify its
ethnic
cleansing. The
hegemonistic Serb policy tries
hard to justify and to lean over her rights over Kosova with historic
arguments, to admit that "Kosova is the center of its being as a state
and
Serb's culture." Before
anything else, this is a
big lie which is endorsed by the Serb's science. It
is a well known fact that the
historical past belongs to the past centuries and it cannot be used as
a
valuable and important argument to solve big problems of contemporary
situations. No
democracy can be established as
a new democracy at the eve of the XXI century with arguments of
feudalism of
the middle ages. We can not go forward
looking backwards. The
Albanians do not go back to
history to protect their ethnic rights because past centuries never
return. Thus, if we rely on asking for
our today's rights with historical arguments, these of course are in
favor of
the Albanians. It is scientifically
known that the Albanians are direct descendants of the ancient
"ILIRIANS" who resided exactly in the same region where the Albanians
live today and in a region much, much larger than where they are today. In less than one third of the territory before
the Congress of Berlin in 1878 and the Conference of the European
Ambassadors
in London in 1913 which gave the major part of the Albanian land to the
Serbs,
Montenegrins and Greeks. The
Serb's scientist denies their
own statement made since they themselves have admitted that the
Albanians
derive from the "ILIRIANS." (I
believe they talk with both sides of their
mouth. By translator.)
But now they are recruited by the Serb
expansionist government. (They
have no choice. Do they?
By translator.) "The
proof of the pudding is
in its eating," because by the forcing their scientists has no effect
because the Albanian scientists and Europeans engaged have done and are
still
doing research on Albanology have verified based on archaeology,
history,
linguistic and ethnology that the Albanians are direct descendants of
the
ancient "ILIRIANS," thus they and the Greeks are the oldest people
residing in the Balkan Peninsula and the Slavs are newcomers in this
region. The
politics and Serbian science
claims that the Albanians are latecomers in the Serb lands, in
addition, they
state that not before the XVII century. After
the Austro-Turkish War which took place in Kosova in
1690. Also this claim does not hold water,
and has
no scientific base. Many archive sources
and historical studies show that many Albanians, Kosovars, Macedonians,
and
from SANXHAK of NOVIPAZAR took part in that war joining the Austrian
army. The Catholic Archbishop of SHKUP
(Skople),
the Albanian writer PJETER (Peter) BOGDANI, was leading 15,000 Albanian
volunteers in this war. Therefore,
these are efforts of
the Serbs to hide and cover the truth as the Serb science is trying
hard to do. The
Serbs wish that the history of
the Balkans to coincide with their arrival in this region - that is at
the end
of XIII century, as stated above. Furthermore,
not only Albanian
territory, but their 1844 program was to revive (reinstate) the middle
age
empire of CAR DUSHAN, who in XIV century occupied the major part of the
Balkan
Peninsula, Greece, Albania and part of Bulgaria. This
program never ceased to be Serb's dream,
to have access to the Adriatic Sea, in DURRES (Albanian part) in Aegian
Sea in
Greece to Crete to create "THE GREAT SERBIA" - as they are creating
today in foreign regions taking over BOSNJA and KROACIA. Unfortunately,
this idea has
aspired all the chauvinistic aggressive hegemonist, thus educating the
masses,
which are deep rooted and have ripened in their nationalistic self
consience. Therefore,
today's aggressive-ity
has its roots in the past - on which is based on their ugly and wrong
mentality. Serbia's Mentality Always
Lives in the Past, in the Middle Ages and Not Forward, Towards
the XXI Century The
Serbs live with illusion of
expansionist dreams, unfortunately for them, the world has changed in
all
respects. If we claim what we had in the
past, and claim it, a terrific chaos will be created in the world. Spain,
Portugal, and England will
take back America, England in its part will take a major part of the
world,
Italy, Germany and some other European nations like Holland, et cetera,
will
claim part of Asia, Africa, and further more BELGIK will claim her
colony in
Africa and elsewhere, many times bigger than their present land. Of
course, this will inspire the
Greek empire, Roman and state of ILIR which expanded from Venice to
SELANIK. According
to the Serb's logic over
the "Historical Rights," the Turks will have the right over all the
Balkan Peninsula, including Serbia, which country had occupied Serbia
for 500
years. But
the historical arguments are
dead and serve no purpose in this day and age. They
belong in historical pages in the archives and
museums and are not
valid in this situation. Appropriation of Foreign Historical and
Cultural Monuments Another
argument used by the Serbs
in order to justify their expansion pretense towards Kosova are some
monasteries and churches, especially the medieval orthodox churches, as
example, GRACANIZA near PRISHTINA, LEVISHKA (SNHA PRENDAJA) in PRIZREN,
PATRICANA OF PEJA and two to three other small objects for which the
Serbian
propaganda states that they are cultural and religious monuments of
theirs. This
argument also, like many
others are thrills of their politics and science with the aim to verify
her
well known lies - in addition by stating that Kosova is the cradle of
their
state and cultural center of Serbia. The
true facts are the opposite. Most
of the churches that the
Serbs claim as their own, said orthodox churches were built before the
Serbs
settled in the Balkan Peninsula. They
were built during the
occupation of the BIZANT of these regions, inhabited by Albanians.
Thus, these
constructions are foreign architecture, and the Serbs possessed, now
they claim
as theirs. (J. RADOVIC, RIMSKA KURIJA
1950) The
Serbs of the NEMANJIVE
DYNASTY, beside doing some repairs and enlarging them, did not build
them from
the foundation. This fact is proven by
the famous historian, KONSTANTIN JIRECESKU (ISTORIJA SRBAI, 1952) and
the same
fact is verified by the Serb, PERO SLIJEPCEVIQ who writes that the
Serbs did
not have the know-how and architectural ability to build these churches. These institutions existed before (the
magazine "OGLEDI," 1934). During
the Ottoman occupation of
the Balkans, the Serbian church under the orthodox authorities
conquered some
Catholic missions. In their reports sent
to the Pope in the Vatican, their difficult and miserable conditions of
the
Catholic Albanian in Serbia and Macedonia, the Catholics complain that
they are
suffering much more from the Serbs than from the Turks - on account
that the
Serb Patrick has been able to get authorization from the Sultan to rule
over
all the Christians of these regions. Many
Albanians were forced to get orthodox names and to
change their
religion into Slavic Orthodox, therefore to become sllaves. The
Albanians have suffered
continually under the Serbs. They
nevertheless honored and protected the orthodox churches when they were
in
danger from unscrupulous gangs, even though rarely happened. Europe sacrificed the Albanian land and people in order to fulfill the demands of the expansionist Orthodox Slavs and Greeks. The
Albanians ask in peaceful and
democratic ways for the right to self governance, to be owners of their
own
homes which have been occupied by the Serbs. The
Albanians have fought against
the intruders, be it Turks, Greeks, Montenegrins, Serbs and Italians. Since
the middle of the XIV
century, our national hero, GJERGJ KASTROITI SKENDERBEU (1405-1468),
with his
small army fought and withstood the Ottoman Empire for 25 yeas for the
independence of Albania in addition to protect Christian Europe from
the
Turkish invading forces. Unfortunately,
Europe has turned
the debt to the Albanian people in the worst way by sacrificing them to
satisfy
the unlimited appetite of its neighbors. The
Albanian war for independence
was fought by all united and particularly under the leadership of the
organization "LIDHJA EPRIZRENIT" (The "PIZREN LEAGUE"). As it is well known, the Congress of Berlin decided to give to Montenegro historical Albanian regions of PLAVA, GUSIA, HOTI, GRUDA, TIVARI and ULQIN. The Albanians fought to protect this land, but the Turkish armed intervention and the backing of the Great Powers of Europe, those regions up to now remain occupied by Montenegro at the insistence of tzarist Russia for the only reason being brothers in Orthodox religion with the Montenegrins, although inhabited 100% by Albanians. In
1912, the Albanians uprose with
all their forces against the Turkish occupation of five centuries and
succeeded
in throwing them out of the country of Kosova, SHKUP (Skople) and
Western
Macedonia - all of these regions inhabited by Albanians.
Serbia with a larger army occupied Kosova
together with Montenegro. On
this occasion, the Serbs and
the Montenegrin armies scattered 4,000 people in the City of GJAKOVA
and PE®A and in the regions of PLAVA and GUSIA executed 700
innocent
Albanians. (These figures are authentic,
given by the Serbian official press.) During
the Balkanik War and right
after the Serbs killed 35,000 Albanians and forced by the army and
police
239,897 people to emigrate to Turkey - on account of being Moslems like
the
Turks. (This documentation is found in
the FUND of NANSEN.) The
Socialist Serbs led by DIMITRI®E TICOVIQIN have published books over this horrible
matter and wild
terror of the Serbs. The
awful crimes committed by the
Serbs had been seen and heard in person and described by the
distinguished
English author, Lady Durham - to verify these atrocities we would like
to
mention a few lines of what the English "DAILY TELEGRAPH" stated: "The
Serb officers saying
that the most efficacious way to calm Albania is the total annihilation
of all
Albanians." This
terrible act was put in force
right after the Serb forces occupied many villages, burning the houses
and men
killed in front of their family members (wives and children) by forcing
mothers
to be present when they tortured by knifing the children. This
is the Serb morale that
continues this day and age with animalistic wildness against the
Albanians in
Kosova. The
atrocities against Albanians,
Kroatians and Bosnjaks, if the Serbs are not stopped on time, they will
act
likewise in other regions of Europe. THE
DISINTEGRATION (PARTITION) OF
THE ALBANIAN REGION BEGAN IN 1876-1878 IN SANXHAK REGION OF NISH
(TROPLICE,
KOSANIC AND FROM KRUSHEVCIT UP TO VRAN®E). The
Serb army massacred and forced
to leave 230-250 thousand Albanians from their own regions and also
from PLAVA,
GUSIA, HOTI, GRUDA and ULQIN and go to Albania. This
ugly act was sanctioned by
the major European Powers during the Congress of Berlin in 1878. Likewise
in 1913 at the London
Conference of the Ambassadors, again the European Powers sacrificed the
Albanian people and land by taking away more than half of the Albanian
territory and giving it to the Serb Slavs and Greeks. The
war fought by small Albanian
army against the Turks to obtain freedom and independence did not count
- thus
the territory of Albania was cut in half, including its population. This was not enough the crimes, genocide, and
terror continued in the occupied lands. IN THE FIRST WORLD WAR, SERBIA WAS DEFEATED
COMPLETELY. Her
army was beaten by the
Austrian army and chased to retreat towards the Adriatic Coast,
occupied
Albania and finally retreated to the Greek Island of Corfu. Right
after this war, Kosova and
some other regions were united with Albania. The
blow came at the Peace Conference of Versailles
(Paris) in 1919 when
the Great Powers condemned Albania, being a small nation and people and
without
strong friends. The
Great Powers decided to repeat
their shameful action and the same injustice done by the London
Conference of
Ambassadors in 1913. The
new injustice now was the
giving to Greece the region of ÇAMERIA located in the South Eastern
Albanian
State. This
was not enough - it's like
giving a cigarette to everyone from the package of somebody else. Thus, Western MACEDONIA, KOSOVA, PRESHEVA,
BUJANOVCI, JABLLANICA and the regions of PLAVA, GUSIA, HOTI, GRUDA,
TIVARI and
ULQIN were given to Serbia and Montenegro - under the newly formed
Yugoslav
Federation. EASY
DONE. NOTHING TO LOSE BY
GIVING AWAY PROPERTY
BELONGING TO SOMEONE ELSE FOR THE EUROPEAN GREAT POWERS. BE IT YUGOSLAVIA OF THE KRAL (King) OR
YUGOSLAVIA OR UNDER THE
COMMUNISTS WAS AN INFERNO FOR THE ALBANIANS. Serbia,
even before the stamp of
approval the Peace Conference of Versailles, already controlled
everything -
land and people - in reality considered the Great Serbia. Yugoslavia
was composed of states
and people with in majority the same faith, culture, history, tradition
and
also of the same mentality and language, that is Slavic People. The
Albanians had nothing in
common with the rest of the people that composed the Yugoslav
Federation - even
the Bosnaks are Slav converted into Islamic religion. Therefore,
the Albanians did not
belong as part of this group. But the
expansionistic Serb people's policy was to enslave them. IT IS WELL KNOWN THAT THE ALBANIANS OF KOSOVA, MACEDONIA AND MONTENEGRO HAVE BEEN DISCRIMINATED EVEN BEFORE THE VERSAILLES CONFERENCE PUT THE SEAL OF APPROVAL - SINCE THEY ARE CONSIDERED NOT TO HAVE CIVIL AND HUMAN RIGHTS. During
this past period, innocent
people have been killed by the armed forces, police and Serb colonists
because
as Albanians, they are suspected as enemies of the Serb state. The Serbs have appropriated 200,000 hectors
of land belonging to the Albanian peasants. This
land was turned over to the Serbs and Montenegrins
imported for
this purpose. From
the Serb and Montenegrin
terror and genocide, 255,878 Albanians were forced to leave their land
and were
sent to the deserts of AHADOL (Turkey) on account that they were
Moslems as the
Turks. They had no choice but to abandon
their residences. They had no other
choice but to escape from the terror. This
fact has been proven - by the
doctoral thesis of the Serb author M. OBRADOVIC, AGRARNA REFORMAI
COLONIZACIJA
NAKOSOVA 1981 and COLONIZACIJA JUZNE SRBIJE 1928 - Many families left
Kosova to
go to Albania. Now,
the Serb propaganda is
heralding as though the Albanians have chased out of Kosova 300,000
Serbs and
have come from Albania as many. Neither
is true. From Albania had entered Kosova
only 700 persons, most of them were returnees who had been evicted
before and
thought of returning again to their land in the hope that the situation
had
changed somehow for the betterment. The
ideologist of Great Serbia,
the academician, JOVAN CI®IC wrote that in 1910 the Serbs in Kosova had been always
a minority
around but not more than 5% of the population. (BALLKANKSO
POLUOSTRO, 1966). During
the period of the Peace
Conference in Versailles, 1919, Yugoslavia moved in Kosova 60,000 Serb
and
Montenegrin colonists and settled them in Albanian lands. The
Serb academician, VASA
ÇUBRILLOVIQ and the novelist IVO ANDRIQ had designed an elaborate and
detailed
plan for the government of that time, how to get rid of the Albanians
from
their land using massive massacres inflicted by the Serbian armed
forces
against them. In
order to keep the people under
the yoke of slavery, different tools and methods should be invented. Serbia
could be considered the
master in creating criminal and hateful acts like these.
She has used and uses today to keep the
Albanians as slaves and eliminating their race. These
criminal acts can be successful when applied towards
a small and
poor population, instead of a rich and educated nation.
That is the reason Serbia has taken away land
belonging to Albanians which are the base for economic well being of
the
Albanian inhabitants - taken over the Albanian schools. Lately,
in order to eliminate the
education, they closed the learning institutions in order to leave the
Albanians in the dark. During
World War II, Kosova,
Western Macedonia, Plava, Gusia, Hoti, Gruda and Ulqin were under
Albanian
jurisdiction, as they were during the First World War. The
Albanians of these regions
took part in massive numbers on the side of the Allies, from Kosova
alone,
50,000 volunteers and soldiers joined the antifascist forces. During the Second World War, on 12/31/1943,
the representatives of the Albanian people and army attended in the
historic
conference of BUJAN, where it was decided that Kosova, after the war,
will be
united with Albania. In
this conference, the Serbs were
present who endorsed the decision taken by all the representatives
attending
the conference. Thereafter, Kosova was liberated from the fascists entirely by Albanian forces of Kosova and Albania. Against
the agreement, after the
war, Serbia again occupied Kosova, uniting her to herself supposedly
"with
the will of the people," but in reality by the Serb Communist Party. (This
is typical of all communist agreements with the West.
"SIGN, LATER DENY OR BREAK," by
translator). The communist party in the beginning gave some rights to the Kosovars, particularly in the field of education and a limited self rule. On the other hand, the police started a campaign of terror - and especially by the Secret Police (UDBA) slaughtered thousands of Albanians without any reasons for these atrocious acts. The
exodus of the Albanians to
Turkey never ceased - to make room for the Serb and Montenegrin
colonists. The
ill-bred academician, VASA
ÇUBRILLOVIC again started to write an elaborate scientific plan, this
time for
the Communist Party, with detailed advice how to get rid of the
Albanians and
the non-Slavic people from Yugoslavia using force by mass killings. This
action should be started as
soon as possible - stated this Serb academician, because the world will
not
find out because being in war. Serbia
should not cease by putting
forth this course all the efforts to make Kosova ethnically cleansed
like she
did in the SANXHAR of NISH (TROPICA etcetera)in1876-78.
The Serb Expansionist
Policy Endangers the Peace in
Europe
Following
its expansionistic
policy of conquering, using genocide, terror and massacres in large
scale from
1876 to 1947, Serbian government killed 170,000 Albanians.
Based on archived documents, printed matters,
the same political practice is used today in Kosova, by repeating the
same
practice in Macedonia, stating that is part of all Serbia. Serbia's
dream of possessing
regions that during the middle ages (in the Balkan Peninsula) that were
under
CAR DUSHAN in the XIV century never ceases. (Of course only a day dream
nevertheless, by translator). The
Serb expansionistic policy
based on racist ideology and middle ages' mythological illusions is
based on
fundamentalistic Sllave orthodox religion which will always be a
potential
danger of peace in the Balkans and eventually Europe. The
Albanians traditionally have
respect for the religion of others. First
of all, they are Albanian first, and all believe in
one God who is
respected whether in the Catholic, Orthodox or Islamic churches and
XHAMIES,
they are all God's houses. For
the Albanians, religion is a
private and personal conviction. They
each respect his own conviction but at the same time nevertheless they
respect
all other feelings towards God of others of different faiths. They all preach love and equality towards all
mighty God. This attitude dominates in
their morale and tradition. Above all is
the fact that in some countries exists an inter-religious TOLERANCE (in some cases imposed by state laws. The
Albanians instead do not practice
TOLERANCE but RESPECT, by translator). The
Albanians have been oriented
towards Europe and always fought against the Asiatic invaders which
occupied
their mother country for centuries, which reduced and kept their
country poor
economically and culturally. The
Albanians wish to be integrated into the European Union as Albanians
and not as
Christians or Muslims. They are
dedicated and skillful workers with high and impeccable patriotic
morale. The
Albanians will be able to introduce
a refreshing culture for the old European Union, a helpful hand in the
progression and development of themselves. Today
the Albanians lack a lot
economically, but they possess a rich spirit and its own traditional
culture
and are anxious to be integrated in the economic and cultural structure
of the
democratic Europe. UNFORTUNATELY THE SERB'S EXPANSIONISTIC POLICY
HAS INFECTED MOST OF THE SERB
POPULATION. The
Serb people have been educated
for centuries not only in nations with the Albanians with all the
people that
are not Serb. The Serbs do not accept
the idea of being equal among the equals. Their
fixation is to be dominating over everybody that
surrounds their
nation. As it is stated by some Serbs
with democratic tendencies, the Serbs do not know what it means,
"democracy." Some
time ago, the Serb scientist
STEVAN DEDIJER, who now lives in Sweden
stated: "THE CHAUVINISTIC VISION OF
HEGEMONISTIC ROOTS AND CONVICTION IS THAT THEY SHOULD COMMAND ALL
THE OTHER PEOPLE IN THE YUGOSLAV FEDERATION -
AS THEY REDUCED KOSOVA IN A POLICE REGION." (The magazine "VREME," Beograd
9-12-1991). An
almost similar expression is
stated by MIQA POPOVIC, another academician stating:
"THE
SERBS ARE NOT EDUCATED IN DEMOCRACY. THEY
NEED SCHOOLING IN THIS FIELD." The
Serbs lean toward thinking of
themselves much more than what is permissible. THE SERB FIXATION IN CONVINCING
THEMSELVES THAT EVEN GOD IS SERB." Anyhow,
the Serbs believe that the
fate of the Albanian people must be in their hands and the historical
and
ethnic regions are and should be their property. In
order to realize the permanent daydream
and agony they use fantastic and unbelievable lies, and of course the
terror
and genocide is their main permanent tool against the Albanians. Injustice
accompanied by lies
continues to be their principle (conviction) of the Serb's policy. As is stated by the Serb DOBRICA QOSIQ (who
at present is a member in high position in the Serb government) says,
"THE
LIES ARE THE MOLD OF OUR PATRIOTIC AND WITNESS OF OUR NATURAL
INTELLIGENCE. WE LIE IN A CREATIVE
FASHION, FANTASTIC AND INVENTIVE." (VELIKO
EPONINA ENCICLOPEDIJA, AFORIZAMA, ZAGREB 1968,
page 264 found in
QOSIQ's novel "EOBE.") I
brought out these Serb citations
for the only reason on account that the civilized Europe does not know
the
political principles of their aggressive hegemonistic attitude - which
for
centuries have influenced the people, including the science and
orthodox
church, in such a method to be the basis of psychology among the Serb
people. This
policy has been detrimental
and tragic by inducing them to fight for wrong reasons, isolating
themselves
from the democratic world society and continue their hostile relations
with
their
neighbors.
Honorable
ladies and gentlemen, as
I stated from the beginning, I am presenting here only part of the
tragic truth
of the Albanian people in ex-Yugoslavia respectively the Albanians in
Kosova. It
will take a considerable amount
of time to present all the bitter truth in fuller and complete details. I
am certain that over what you
heard in this presentation will touch your human conscience and your
hearts and
those men and women in the government, who today decide on the fate of
ex-Yugoslavia's Albanian people in deciding if half of the Albanians
will again
turn to be slaves of the Serb orthodox sllaves or they will be free
from
Serbia's bloody heels. Of
the three million Albanians in
ex-Yugoslavia, two million live in Kosova who make up 90% of the entire
population. The
Serbs statistics present the
percentage of Albanians smaller, independently of this, twisting the
truth. Nevertheless, the Albanian
population in ex-Yugoslavia was No. 3 after the Serbs and Croats, and
five
times more than the Montenegrins. Why
then does Serbia recognize
Montenegrins as people who have the right to decide their own destiny
and
independence? Is it because they are
brothers in the Orthodox Sllavic religion? Instead
the Albanians in majority are of the Islamic
faith, that is the
reason?
Europe
should not repeat for the
third time the same mistakes - (A HUMANUM
EST? PERSEVERARE DIABOLICUM, by
translator). The
Albanian people do not ask of
pretend what it does not belong to them, they wish to be free and
independent
in their sovereign and democratic state with its open borders and
integrated in
the society and economy of the civilized European Union. Europe
must not permit that the
historical injustice against Albanians in rewarding others at the
expense of
this freedom-loving people. All
past European colonies are
free and not under their domination or rule by foreign countries -
because the
time of colonization has gone forever and new relations have started to
take
place. Therefore
Europe should not permit
Serbia to continue the old melody (tune) and remain the only colonial
power and
state and keep Kosova as a colony in the European land. If
Europe and America also at this
time sacrifice the Albanian people to satisfy Serbian political and
expansionism, they must fully understand that they put upon themselves
the
responsibility for peace in the Balkans, because seven million
Albanians who
make an ethnic and territorial compactness on the regions without any
minimum
doubt they will overthrow the Serb occupation without conditions. Today
is the time to solve the
problem in a peaceful and democratic way. Tomorrow
might be too late. The
delay will be tragic for the Balkan people, but also all of
Europe.
As
a conclusion of what I stated
and said, I spoke for myself as a scientist, ethnologist, geographer,
and
professor of the University of PRISHTINA. I
am talking with competence and
scientific conscience for the lives of my people and its problem. Whereas an independent intellectual, I am not
a member of any political parties as of now. I
am at the service of the vital interest of the Albanian
people to win
self determination of its fate as other people, to be free in its
sovereign
state peace loving and democratic. I
see some possibilities in
solving the Albanian problem. 1.
I
think that the right solution of this matter is the one chosen by the
concerned
people themselves. Therefore, the
Albanian people also must have the right to realize its century old
aim,
because during the history spilled rivers of blood to obtain what
belongs to
them. This aim is the creation of the independent nation in
which should
be included all the regions where Albanians are in the majority. The present Albanian state is bordered from all sides
with territory
and inhabitants of the same national entities. The state, with its ethnic borders, will be a guarantee
for
permanent peace in particular regions designated. The eventual national minorities inside the democratic
Albanian
state will be guaranteed all the rights and political privileges will
be equal
to those enjoyed by the Albanians themselves. 2.
But because Europe and America do not
wish to change the state boundaries by force of arms, the Albanian
people in
these circumstances are forced to respect this international standing
in hope
that Europe and America will do the utmost that in short period, the
unjust
borders imposed and forced on them in 1913 and 1919 will be abrogated
and
changed in establishing the ethnic borders rightfully. Europe should hurry and correct her errors and injustice
to the
Albanian people. Leaving open the
Albanian case and not solving the problem as it should will not work. The problem of three million Albanian people
under ex-Yugoslavia (today, Serbia and Montenegro) could be solved with
the
formation of the Albanian Republic, independent and democratic in which
should
be included all of the ethnic regions of the ex-Yugosllave Federation
where
they are in majority. What this means to
include in the republic: Kosova, Western Macedonia, Presheva,
Bujoanovci,
Plava, Gusia, Hoti, Gruda, Uqini and Tivari. Someone might say that this solution violates "The
Helsinkti
Agreement" because it brings out the matter concerning the borders of
Serbia, Montenegro and Macedonia. However,
such observation is not reasonable for some
reasons: First of
all, the borders of Yugoslavia guaranteed by the Helsinkti Agreement do
not
exist anymore because Yugoslavia does not exist. Furthermore,
the borders of the Yugoslav
Republic were inside borders and not international borders and
autonomous
Kosova borders have been guaranteed by the constitution of the
Yougosllave
Federation because Kosova too had been a constituent, nevertheless,
Sebia
unjustly occupied Kosova. As a fact,
Serbia and Montenegro have never been recognized internationally as
independent
states, including their borders. With the formation of the democratic republic of all the
Albanians
of ex-Yugoslavia, there will be not interference with the Helsinkti
decision. She will have open borders on
all sides. Thus the movement of people
and goods with the neighbors will be absolutely free.
It is understood that all her citizens would
have equal rights under all the circumstances. THE SLAVES AND THE ALBANIANS MUST ENGAGE IN AMICABLE
DISCUSSIONS TO
PART AS FRIENDS, AND NOT TO COHABIT AS ENEMIES. The
killer and the victim can not live together. 3.
The third possibility to solve the
Albanians' problem will not be a solution to fulfill the request of all
the
Albanians living in the territories of ex-Yugoslavia, it will be a
partial
solution that is of the request of Kosova. Therefore
it couldn't be less. This solution will be the Republic of Kosova to which
shall be
included the Albanian region of PRESHEVA and BUJANOVCI which at present
are
part of Serbia. In reality, the Republic of Kosova does exist, because in
plebiscite
results, the Albanians have declared Kosova free and independent on
September 7th,
1990. The people expressing themselves
freely in the referendum that took place on 26-30 of September 1991,
and with
the multi party parliament and presidential on May 24th,
1992. Serbia is trying hard to deny to the Albanians to decide
for their
own fate, deny therefore the right for self determination and self
government
with the excuse that this right belongs only to the people and not to
national
minorities. In addition to this they state that there already exists
an Albanian
state and could not be created another state by the same people. The Serb statement denies the reality. The
Albanians in ex-Yugoslavia are
not a national minority. All Albanians
split in half - therefore are separated people and the third
largest
number in
ex-Yugoslavia's Federation. According to
the Serb statistics, the Montenegrins make only 5% and the Albanians
17% of the
population.
It
is hard to swallow and
understand. How come then the
Montenegrins have the right to have their own state, the question
arises. The Albanians 3-4 times more do
not have the
same rights? It is inconceivable! The
Serb allegation that there are
no same people in the world with two states does not hold water. In the world there are ten states:
Formosa-China,
North and South Korea, Moldavia, Pakistani and Bangladesh - until few
years ago
East and West Germany, et cetera. All of
the states of ex-Yugoslavia had the right for self determination. Why
then the Albanians more than
Slovenia, Montenegro, Macedonia and Bosnja do not have the same right? All
of the ones mentioned above
have the same derivation and language, even though, nevertheless the do
not
wish to be united with the Serbs. The
Albanians have nothing in
common with the Serbs and with all of them - with the exception of
hostilities
dictated by their expansionist terroristic attitude. The
German people, split many
years ago in two states and at last the two Germanies united in a
national
state. Why then the Albanians can not
have the same rights? Who in the last
World War lost 30,000 people and the country was subject to
disintegration
economically? Is it because they kept
the side of the Allied forces? With
the formation of the Republic
of Kosova, the problem of the Albanian people in ex-Yugoslavia is not
totally
solved, because this solution could only be temporary, since outside
Kosova
remain over one million people, more than 800,000 in Macedonia, who
represent
40% of the population, 150,000 in Serbia and Montenegro. Without
solving the status of this
part of the Albanian people, there is no right solution of the Kosova
problem. This
million of Albanians should
have the right of self determination to solve its own national
problems,
guaranteeing the right by the international body so that the Albanians
can
decide for their own fate. Be
it as it may, the solution of
the problem of the Albanians of ex-Yugoslavia is up to Europe and
America to
decide today the fate of these people. They
should understand very clearly that Kosova's problem
will not be
solved whatever her status it will not be solved by leaving Kosova
under
Serbia's hoof. Whatever
status is may be, even
Kosova is declared a kingdom attached to Serbia, this will mean nothing
else
but slavery. Serbia
came to Kosova as occupier,
but nevertheless, the Albanians have never recognized and will never do
Serbia
as their state. Kosova
for a while had a kind of
autonomy but in the framework of Serbia - later she took away even this
autonomy. Lord
Carrington states that Serbia
verbally could recognize Kosova's rights, but de facto
she will never permit herself to be realized. Therefore,
the solution to
Kosova's problem in whatever form of relationship with Serbia is
absolutely
impossible and the Albanians will never accept. On
to what I said up to now to you
that the aim of Serbia is the physical elimination of the Albanian
people from
their historical centuries old lands, creating terror, genocide and
mass
massacres has done in the past now and in the future. Under
these circumstances, even
brothers of the same parents will not be able to live together under
the same
roof, never mind living together with a secular enemy such as the Serbs
- a
country that hardly any nation would like to have as a neighbor. It
is inconceivable to understand
that today in European land, in Kosova with less than 10% Serbs to
dominate
over 90% Albanians by using terror and genocide worse than in African
jungles? How
can Europe accept another
"Berlin" wall that Serbia has built in the Albanian Yugoslav borders,
where she will kill any one without question that trespasses her
borders by
Albanians who wish to visit brothers, sisters, friends of the other
side of her
border. On
the other hand, Serbia pretends
to join and be part of the European Union. To
solve the problem in a peaceful
and democratic way of the Albanians of ex-Yugoslavia before anything
else, is
the elimination of their disseminations in all the republics wherever
they
live. In Kosova, the police terror and
harassment should stop. This is the only
way to start a dialogue between the Serbs and Albanians in which the
international factor should be present. Unfortunately,
Serbia's practice
and acts used up to date have not shown that she knows or wishes to
know what is
a democratic and peaceful dialogue. The
only thing she knows well is demagogy and infamy. I
have the feeling that both
Europe and America have begun to understand with whom they are dealing. Perhaps, now they understood better the
problem of the Albanian people and the great injustice done against
them. In case the injustice and error is repeated,
then it is not the
question of mistake but for the morals of those who make the mistake. France and England repeated in 1919 the
mistake, the injustice against the Albanians of 1913, as international
masters
(bosses) of the Serb hegemonistic policy against these people, no
matter how
then-President Wilson protested emphasizing that the Yugoslav
government likes
the understanding between France and England to divide Albania, but the
American government is against any decision detrimental to the
Albanians to
content Yugoslavia. If
the principle of the
international nations is to be based on reasoning and justice is not
respected
in case that the major powers will give favoritism, and help to the
state that
screams loudly and insist on in his demands which are detrimental to
the state
that has all the rights, in case the great powers will give right to
the state
that practices injustice using material force to fulfill its ambitions
and
legalize a situation where injustice has overpowered the justice, in
case the
old world that has brought so much misery to the human beings will
continue to
bring the same today and foreseeable future, then for the American
government
the time is not as yet ripe to join the great powers to construct the
new
international order of the day (T. ZAVALANI, HISTORI E IS SHQIPNIS II
LONDER
1966 page 145). In
concluding with these words of
President Wilson, at the beginning of the 20th century, I
hope that
the new generation of the old world diplomacy (European) will have
moral force
almost after a century at the eve of the 21st to repair the
mistake,
the great injustices of their colleagues against the Albanian people in
1913
and 1919 in supporting this ancient and gallant people, to have what
all the
Balkan people, that is their own sovereign and democratic state, to be
bosses
in their own home and as such to be in process of integration of the
contemporary European community. In
presenting the problem that the
Albanian people of ex-Yugoslavia face - before you in the beautiful
capital of
the Belgian Kingdom which is also the important center of the European
diplomacy, where decisions are made to solve big contemporary problems,
I hope
that the Flemish Belgians and all of the European democratic forces
will
intervene with their government to take in consideration the rightful
requests
of the Albanian people and to take action for their realization. You
honorable ladies and
gentlemen, I thank you for paying attention to my words with such

question of three million
Albanians in Yugoslavia, also known as the question of Kosova, has
become a
question dealt by committees, forums, and various European human rights
organizations, parties and governments of Europe and the United States. Albanians,
as descendants of the
Illyrians, are an indigenous people in Kosova: they are the most
ancient people
around. Slavs, that came to the Balkans
at the end of the 6th century, began to appear in Kosova by the end of
the 12th
century. During
the Balkan Wars Serbia
occupied Kosova, after it had been occupied by the Ottoman Empire for
five
centuries. At the London Conference in
1913, and the Conference of Versailles in 1919, the great European
powers,
under the pressure of the Tzarist Russia, will agree to the occupation
of
Kosova by the Serbian Kingdom. The
Albanian people will be cut in two: its half will remain outside the
Albanian
state! Albania has remained as a human
body whose limbs have been cut its legs and arms: there are no
conditions for
its existence! Because, Kosova had been
snatched from its natural entirety, to which it always belonged. Thus, a great historical injustice will be
made, and a tragical situation will be created at the Balkans: THE ALBANIAN QUESTION. In
the rallies of protests of
students, and generally, of Albanian youth in 1981, which were protests
against
the colonial policy of Serbia in Kosova, demands were also raised that
Autonomous Province of Kosova be recognized a federal status equal with
other
federal units: the status of a Republic. Beginning
from March 1981, Yugoslavia, naturally compelled
by Serbia,
Macedonia and Montenegro, declared four times the state of emergency
and
applied coercive measures in Kosova. On
23 March 1989, under conditions of a st4te of emergency, with tanks,
armored
vehicles, airplanes, army and the police, Serbia took away the autonomy
Kosova
had under the Constitution of 1974. From
February 1989 to March 1990 alone, this regime took away the right to
life from
74 young boys and girls solely for taking part in rallies of protests
and for
having called the slogans DEMOCRACY and FREEDOM! Hundreds
of young boys and girls were wounded
with fire arms, by the police who used even dum-dum bullets, while in
February
and March 1990 alone, -207 persons. On
2 July 1990, the Assembly of
Kosova approved the Declaration of Independent Kosova.
On 5 July 1990, Serbia abolished the Assembly
of Kosova, the Executive Council of Kosova, shut down Albanian Radio
and
Television and prohibited the publication of daily newspapers in
Albanian. From July 1990 to May 1991 the
Serbian regime
has dismissed from work 70.000 Albanians with a justification that they
did not
agree with the coercive measures. After massive poisoning of
school-children in
the spring of 1990, the Serbian regime began firing doctors from work,
as well
as many nurses and the medical staff, and after firing Albanian
teachers, the
Serbian regime began to shut-down the Albanian schools. On
7 September 1990, the Assembly
of Kosova, in the session which took place in the town of Ka)anik,
approved the
Constitution and declared Kosova as an INDEPENDENT REPUBLIC. On 24 May 1992, the Albanians in Kosova held
thier first free elections in which they chose the members of the
Parliament as
well as the President of Kosova. With
the invitation of FLAMAND
COMMITTEE recently founded "FRIENDS OF KOSOVA," the guest from Kosova
during his stay of twenty days had contacts with different
personalities of
political, cultural and scientific life of Belgium to inform them about
the
actual grave situation in Kosova. "The
Friends of Kosova"
will do the best to help Kosova also materially. Recently
a small group of Flamand in Brussels
composed of Erna de Brackeleer, Els Buysse, Iva Mols, Rita van Brugge
and
Sleger Marc being interested and saddened for the difficult situation
of the
Albanian people in Kosova formed (initiated) the committee "Friends of
Kosova" with the intention of helping Kosova and informing the Belgian
people about the grave situation in which is taking place in the
regions of
ex-Yugoslavia, particularly in Kosova, where the Serb invaders practice
against
them terror and genocide induced by the government with the intention
of
forcing them to abandon their own centuries old lands and Kosova when
the
Albanians made up over 90% of the general population to make her
ethnically
cleansed and bring Serb and Montenegrin colonists to replace them. The
committee "Friends of
Kosova" is trying to help Kosova also economically by raising funds
from
individuals, enterprises and from various economic institutions and
sent an
official invitation to academic professor Mark Krasniqi, Chairman of
the
Academy of Science and Arts of Kosova for a longer visit in Belgium,
with the
intention of highlighting the situation to the Belgian public opinion,
especially the opinion of Flamands to inform the best he could of the
situation
of the Albanian people, particularly for the actual problems they face
in
Kosova, as a scientist and excellent connoisseur of his own people. In
answering this invitation,
Academic Mark Krasniqi stayed in Belgium 11 days or until October 31st
of this year. During this time, as we
were informed, he engaged with dedication that the problem of the
Albanian
people in ex-Yugoslavia presented objectively to the highest forums of
the
Belgian state and to Europeans in general. During
his contacts, Krasniqi had
conversation also with the head of the Belgian Parliament, with the
Minister of
Education and Culture, with the head of the Commission of Emigration,
with high
personalities of the Ministry of Foreign Affairs, also with many
Senators and
other persons of the political and Flamand culture and Belgium. During
his stay in Belgium, he
visited also the Academy of Sciences in Brussels as well as the
well-known
University of Luven. He had also
contacts with members of the Albanian community in Belgium. As
can be seen, the activity that
he undertook with contacts, the stay of Dr. Krasniqi was most fruitful
and
successful.
COMMENTS by Translator In
1989, the miners of the TREPÇA
in the city of MITROVICE started to strike against the Serb government
because
of poor and miserable working conditions and very low pay. From
that year and continually,
the government started a terroristic policy with massive killings and
harassment of the Albanian workers and their families, without cease,
when
1998-1999 in addition to the police and army killing the government
started a
major campaign to cleanse the Serb population from the Albanian race. During
this period started a major
to chase out Kosova, creating an unseen exodus similar to the exodus of
the
Jews by the Nazis. Over a million of
Albanians were forced to leave their homes in Kosova - and as a plus,
the Serbs
burned all the houses after the Albanians left. The
Albanians, to escape the terror of the police, army
and Serb
colonists, went to Albania mainly and partially to Macedonia. The
President of Kosova, Dr.
Ibrahim Rugova, an intellectual (elected by a majority vote of the
Albanian
population) tried all peaceful means to negotiate peacefully and
democratically
with Serbs, the results were NIL. Dr.
Rugova, using the same methods
that Ghandi did with the British, but Dr. Rugova erred by the facts
that Ghandi
was dealing with British, a cultured and democratic people, instead
Rugova had
to deal with people like the Serbs who have no idea what democracy
means. For
the Serbs, two plus two can be
equal to any number, even four and a half, but never four. The
Albanian people had no other
choice but to organize guerilla force to fight the Serbs to stop their
atrocities against the Albanian people of Kosova. As
the result of this difficult
situation, the people mostly young boys and girls formed "The Kosova
Liberation Army" ("KLA"). This
brave act of the Albanians of
Kosova was praised by America and Europe - and the comments by
foreigners was
"INOUGH * ENOGH." The Albanians
had no other choice, they tried hard to have a peaceful understanding
with the
Serbs - forced to a dead end.
The
bombardment caused many
casualties in human beings, soldiers and civilians, Serbs and
Albanians, in
addition to the destruction of bridges, factories, houses, et cetera. Even
though the war left Serbia's
economy in shambles, this meant very little to the Serbs. Today,
Serbian attitude and
mentality has not changed an iota. This
behavior looks like and not different of the one of a criminal who is
found
guilty by the court for his crime and condemned to many years of
incarceration. After his release, right
after he or she commits, again, similar crimes. Maybe
it could be similar to the wolf that changes the
hair but never
the vice. The
answer to this question should
be for America and Europe to answer, whose sight and hearing up to now
has been
defective. They
ask the Kosovars should
fulfil the standards first and see if they merit independence. Isn't this a double standard?
